It should be called Right side quarter panel reskinning xD But it looks like you did an awesome job on that I'm not one to talk I cut out my 68 Chevelle's QP In October and still haven't got around to finishing it.

Do the welds rust over time?

If left open to the elements it will. You should treat the metal with some self etching primer and/or an epoxy primer asap. Go to a good auto paint store, they should be able to recommend some products you should use......

What about the Eastwood Rust Encapsulator? I've researched about it and decided to try it out. I used it on my Honda CRX restoration project and didn't work very well. Rust started to pop out after couple of months. Frustrating because rust is like cancer.

I have never tried it. I just try to clean and prep the metal before sealing it. If there is impurities on the metal before your seal it then you will most likely have issues later....
