This is a weapon for Lokata kids, especially young girls. They were taught that when they went in groups to forage, to spread themselves out. If they scared up a rabbit, they throw it at the legs and then catch and kill quickly. It makes stealth difficult up close, so that's where the obvious preference for bow and arrow came in for the older kids. It's a kind of kids toy, and for old people out walking by themselves.

It's called "Boleadoras". The Spanish took it from natives of South-America. I know it because I'm from Argentina.
