Heroin addiction and the spread of HIV/AIDS through the lack of any state funded needle exchange programs is a major problem in Russia and the CIS. Russian heroin is sometimes more than 70 per cent pure. More than 90 per cent of Russia's heroin comes from Afghanistan, it is freely available and extremely cheap. There are rumours that the Abkhazian port has now become a major trafficking route for heroin into Western Europe, run by the Ukrainian mafia.
