The Bee Gees are in the Rock Hall of Fame and they were completely pop and disco, and how many other pop acts are in the Rock Hall of Fame? Madonna for example. Abba actually had some rock tunes. But, because there wasn't enough angst in their music, too many happy songs, they didn't take themselves too seriously like "real" rock stars are supposed to, didn't have drug habits or do crazy sh*t they didn't fit the mold at least in some people's eyes.

I think the Rock and Hall of Fame needs ABBA more than the other way around.
