I phoned roger at UDC to ask him about the tyre being slightly too big for the frame... and he recommended I made up some shims for around the bearings, which worked.

Cutting up card to put around the bearings, to the frame didn't rub on the tyre.

oh thanks...my tire is just a bit off center but it is no where near the frame...should i do that???

um.. you don't have to lol, I meant that the top of the tyre was rubbing on the crown of the frame... so the card adds more height to it... nothing side to side :p
Are you sure your rim is true? and that you've tightened both bearing caps to the same tightness?
