Yeah you can summon them all the time, but the items you need to summon them are only available from quests once every 24 hours I think.

You get Roasted Pork, Rice Wine and Buckwheat Paste from quests in the KFT town. Then go to that map and throw the Buckwheat Paste at the hole in the tree, Rice Wine at the stone lamp next to the house and Roasted Pork at the pile of stones next to the stone lamp.
