yeah, it was used much more in 50s and 60s English than it is today.

'gladrags' is (somewhat dated) informal term for stylish clothes. this song is anti-materialistic, hence why it's chosen for the title alongside 'handbags', since they're both fashionable items that the girl in the song spends her family's hard-earned money on instead of considering the more important things in life like education ('They told me you missed school today/so what i suggest you just throw them all away/The handbags and the gladrags/that your poor old grandad had to sweat to buy ya')
