'The Ghost in the Machine' article in the 'GDI News Wire' file in the Intel Database. You can unlock it in the Hampton Roads mission after you were given the third mission objective.
The last paragraph mentioned Sheppard's relative, here is what it says: ...
Rumors that this particular bunker displayed evidence of human or humanoid life
forms in suspension capsules were quickly dismissed by GDI spokesperson Arlene Shepherd.

Let's just say that when these cutscenes were being made back in what must have been 1994, Command & Conquer didn't quite have the budget available it does today.
