to answer your question. When you are at any formal occasion you ask people to stand and join you for a toast, you then mention the person your raising the glass to and sit back down.
If it is the Queen, you say "to the queen", they play god save the queen, you raise your glass, then sit back down.
What Obama did was ask people to stand with him, said "to the queen", then he gave another little speech while everyone was standing. Since no one had a glass in their hand they couldn't join him.

@Fathers WE taxpayers pay multimillions for Barack and Michelles over bloated staff...she has almost 40 "ladies in waiting" just for herself. The heads of our protocol department are highly educated and skilled for their positions...but the arrogance of the Obamas, combined with the ignorance of them, wont allow them to ask for help or heed what they are told. @PrinceMio49 - I agree, he should know some protocol before he goes off half cocked and embarrasses himself and America... my country! Not all of us are as ignorant as Obama is. The Queen put him in his place as she should have! He got what he deserved!

Obama tends to pause to think and the band thought he was done. He was off teleprompter that day. Before his next visit they need to brush up on protocol.
The expression on his face though is priceless.
