Actually it was illegal at the time to carry a gun at ALL in Texas. She said herself that she carried a gun illegally in her purse because a friend of hers convinced her to but she decided on that day to leave her gun in the car and be a law abiding citizen. Texas did't have shall-issue concealed carry until 1995 and they only got it because Susanna Hupp's bravery.
