That is actually wrong (well outdated, it may have been right when the episode aired). Cheyne-stokes is actually caused by interstitial edema constantly stimulating J-receptors in the lung leading to the central controller in the medulla being over responsive. Large gasps of air on arousal cause CO2 to drop bellow apnea threshold and breathing stops until CO2 rises again.
Any resident would actually know that, its taught during 2nd year of medical school

I think It's not that fast. Check out to see the interviews of MUSE. Matthew talks much faster. I mean she just talks relatively fast in this sketch.

In the words of Kelso, "What is the mechanism of Cheyne-Stokes respiration in systolic dysfunction?"
Elliot Sweetness Replies: Prolongation of circulation time from the lung to the brain, causing diminished sensitivity of the respirator-center to arterial partial pressure of carbon dioxide?
It's related to hypocapnia and occult cardiac dysfunction. If anyone out there knows whatta' mean!
