Great analogy, in the USA Cable users pay more than that for bandwidths throttled to less than 100Kb/30Kb even though we are promised 20MB/4MB or more. Ultimately the only cap should be your internet plan, only bi-directional synchronous (same bandwidth upstream as downstream) Fiber To The Home (FTTH) allows for this.
