I am an Irish Step Dancer and I know that this form of step dance is of the French Acadian and Prince Edward Island tradition which is another pan-celtic form of dance that has evolved over the past several decades in the Maritime provinces of Canada,Ottawa valley is another form of canadian step dance and Cape Breton is another form of step dance unique to The Celtic Canadian tradition. They are all great styles of Step Dance!!! Irish Dance included of course!!!! lol

No. He's moving his arms and the Irish Dance shoes don't have the metal tips and heels on them. That is totally different from Irish Dancing.
Hope I helped :]
