The U.S. Federal Reserve says it will keep its benchmark interest rate at historic lows while it winds down a program aimed at propping up the struggling housing market. Although there are signs that the worst recession in decades is starting to ease, members of the Federal Open Market Committee pledged Wednesday to keep rates at one quarter of one percent for an "extended period" - until an economic recovery is firmly in place.
