@EEVEESPRIT it depends. 東方 is read トウホウ in the chinese reading format, which is indeed Touhou, but that may not be the case here. Toohoo may be something else entirely.
トーホー would be toohoo, tohhoh, to-ho-, or touhou, as ー has no meaning as kana by itself. （一 Does, however, have a meaning, but should not be confused with ー）
Short version, 東方 = Touhou, plain and simple, but Toohoo isn't necessarily 東方.
