I don't think it's just that Ed's dad is a badass.
I think there's a direct correlation between how wicked and cruel you are and how much Spike Spiegal will hurt you.
When up against criminals and slimebags, Spike will kick their asses, but Ed's dad has done nothing wrong, so Spike can't hurt him.
Spike is really just an agent of Karma, if you have done nothing wrong, he can't hurt you--but if you are wicked, you will fall to him no matter how good you are.
Just a hypothesis.
