The voice acting was so goofy, but man, Specter's voice was just awesome. Should have stayed in the other games. Now he sounds like a kid.

My 1st thought was just to hit him, but it didnt seem to work
My 2nd thought was to shoot the lightning thing that powered him - didn't work as well...
Then I saw this vid and found out u had to wait till he tried to hit ;)
