Ppl ipad 2 3g model has a gps chip inside!!! You dont need a cellular data or wifi to use it!!! But with 3g data it will help you to not loose your signal using at this time 3g plan!!!

@youmsx Because 3G version has a builtin GPS module where wifi version doesn't and it uses wifi database to tell which neiborhood you are in.
