@oshasta: His comment was not specifically aimed at the skills of builders. Even before I read your objection, here, I interpreted the comment to mean that NOLA, just generally, as a community -- which government oversees -- isn't good at building. Maybe it's just me, but I already knew that if any community builds poorly, it's always the fault of government, not the trades. You are right about NOLA's corruption; it, and not the trades, is the problem. I think you took it too personally.

If the government is corrupt and infrastructure has suffered, then construction has not been done well. He said nothing regarding the skills of builders though.

Since you've acknowledged that the infrastructure has suffered, and Newman never pointed his finger at a specific cause for the poor construction, I don't see what you have to be disappointed about.
