1. That is the easiest freaking gun i've ever gotten. Use VATS from the front.
2.Victory rifle knocks them over and has more rounds, making that gun a lot easier to use.

I don't know what the problem is with getting him to fall, if you get a sneak critical on him he goes flying out the front of the church
