The town of Byala situated in northern Bulgaria. It has around 11 thousand inhabitants and is famous for the bridge over the Yantra River.

You are right :) It is "white" in female gender. Initially, the town was called "white earth" due to the white rocks next to it, then was shortened to just "white".
