Rugal is a cruel and powerful man who will kill anyone who stands in his way. He sees absolutely no value in human life, to the point where he even has a grizzly collection of the metal-encased corpses of worthy opponents. He will even go so far as to kill people simply to spite others (such as when he slaughtered Heidern's family simply because he found Heidern to be a disappointment). Unlike most other KoF villains, Rugal has a sadistic sense of humor about what he does. Many of his winquotes are snarky insults toward his opponents, and he often sees the act of taking human life to be more of a pastime. Much like Igniz, he believes himself to be a human god. Unlike Igniz, however, he hardly takes his "godhood" seriously. It could be said that Rugal posseses the greatest proverbial swagger of all the King of Fighters boss characters.
Ash is a very cunning and sarcastic young man. He is a trickster who seems to side with no one but himself. He manipulates other people as if it were a game and is easily bored with people who don't interest him. He usually hides his true strength and likes to flaunt the superiority of his halfhearted effort. He speaks in a playful and condescending manner, which often irritates the characters he is speaking to.
Krizalid (クリザリッド, Kurizariddo) acts as the mid and final boss of The King of Fighters '99. He was designed to be a stylish and earnestly strong boss, though the supervising designer at the time admits, "I think I overdid it a little." A number of Krizalid's unused graphics were made available to the public in the Dreamcast release of the title. He makes another appearance as one of Original Zero's Strikers in The King of Fighters 2001. He is extremely powerful and he knows that, so he is very cocky and megalomaniacal at times, but he will serve NESTS, no matter what.
Omega Rugal (オメガ・ルガール, Omega Rugāru) is an alternate form of Rugal Bernstein in The King of Fighters series of fighting games. He was first introduced in The King of Fighters '95 as the boss and is used in dream matches as the boss as well. He is voiced by Toshimitsu Arai and Norio Wakamoto. When Rugal Bernstein was trying to channel Orochi's power, Goenitz came to him and attacked him, taking off his eye. Rugal survived the attack and Goenitz gave him some extent of power and warned him not to use his full power. Goenitz left Mature and Vice to watch him. In '94, Rugal sponsored the King of Fighters tournament but lost to Kyo Kusanagi. He returned the following year and decided to 80% of his full power. Even with that power, Rugal lost to Kyo, Benimaru Nikaido and Goro Daimon. With hatred in his heart, he activated his full power, but it was too much for his body to withstand and he exploded from inside. He was also the boss in '98 and 2002, but this was not considered canon.
