@danandlisa4eva Actually, the only private security officers in the UK who are permitted to carry and use handcuffs are those transporting prisoners between prisons and courts on behalf of HM Prison Service. Other than that, any private security officer caught with handcuffs is likely to get their butt kicked hard.

@danandlisa4eva Section 24A Police & Criminal Evidence Act 1984 refers to indictable offences only, i.e. offences that can be tried only by a Crown Court. Section 2 Criminal Law Act 1967 is the main law that allows "citizen's arrest" for offences that are triable either way, i.e. in a Magistrates or Crown Court.

@MrStevehajdu S4 Public Order Act 1986 is a "police only" power of arrest. S2 Criminal Law Act 1967 (as amended) can be used for any offence with a maximum penalty of 5 years' imprisonment or more. Restraining an offender by use of a head or choke hold is not only in breach of Home Office rules, but downright dangerous as well. That's what all the shouting was about. By the way, I'm a retired police officer.

@icer11111 Where are you coming from? Security Officers in the UK are not permitted to carry or use batons or handcuffs. Only warranted police officers are permitted to carry and use them. I should know. I'm a retired police officer.
