Cause Laraque wasn't on top of him. Instead, he was pulling Brashear up, trying to keep the fight standing. And they were extremely close to breaking it up, the only thing preventing that was Laraque pulling Brashear up and also the danger of getting hit by a fist. When they're wrestling on the ground it's easier because there isn't as much power behing their punches.

@Promoney22 The refs stop it when guys go down because that's the easiest time to stop it and the players have the greatest potential for injury.
