In my experience, this level of server noise means one of 4 things: Unregulated fans, server room too hot, furniture increasing vibrations, or blocking airflow

I love how people comment on how loud the fans are and that the servers are overheating.
They arent overheating, Small servers that are 2U are generally THAT loud because of the small fans. Small fans have to spin much faster than larger ones because the blades are small. That is not at all loud for a server room. Still, the owner should get a rack so they can access the machines more easily and do some cable management. It will help with cooling too but the sound wont change much.
