Market - more eco minded people these days.
costs - It'll probably be a battle to even get this looked at.
fear - for the people crossing and the tenants

Bullshit. Bridges are not designed to support that kind of extra loads. Besides, because of the vehicle passage and wind, you will have some serious comfort issues like vibrations and noise.
Today's architects needs serious structural engineering courses.

a) make sure the bridge doesn't suffer from the added load,
b) PARK THE CAR! and, finally,
c) make me a millionaire,
and I'd be happy to own such a house. Fantastic views, doesn't take up any land not already in use. Bungee jumping from the observation deck?

The bridge isn't designed for this house. The house will compromise the structural integrity of the bridge.
Before designing such houses like that, you have to design a bridge that can support it first... provided that it is expected for the bridge to put a house under it before it was made... But if you put a house just for an additional load for the bridge, it would be impossible... The bridge would probably fail. Not the house under it...
