A rogue wave is defined as a wave with a height more than twice the significant wave height. Significant wave height is defined as the average of the one-third largest waves. Therefore rogue waves do not necessarily need to be the largest waves at sea, they are just surprisingly large waves for a given sea state. Looking at the video its rather hard to tell what the SWH was, but this wave easily looks twice as high as what you see before it hits. It is quite possible this was a rogue wave.
