No, it is not like saying, 'Why don't we kill everyone on earth? That way they'll be no killing.' But rather it is like Life imprisonment, and other sentences which are stated in Law for some crimes to warn people from commiting such crimes.

by the way, hand wouldn't be cut off for stealing a Mars bar, there is a combination of conditions must be fulfilled before cutting hand off, one is that the value of the stolen property should be above a certain limit.
