@gotpower82 Man kann eine staatliche Selbstverwaltung machen. Bei Abwesenheit eines Staates sich dann eben selbst verwalten. Ob das in der BRD jedoch eine Rolle spielt, das darf bezeifelt werden. Denn soweit man hört, dieser Unterschied kümmert hier keinen Menschen.
