the reason why you don't see hubless and belt driven bikes in the Tour de France or Motor GB is simple. BECAUSE THEY DON'T WORK. Hubless wheels only weight about ten times that of a normal wheel. It's like replacing a carrier bag with a cryogenic chamber.
