NO, she is not on dope. She's young and impressionable. Someone probably told her it was boring to see a singer stand motionless at a microphone (*see Emmy Lou Harris) so she's developed a performance style where she rolls her head and body in an order to remain in constant motion. She will reinvent herself several times during her carreer.
Realize too that huge audiences bought tickets to see Elvis, Kurt Cobain and Jim Morrison. Being doped up never hurt anyone's ticket sales.
