Nope not fake and NOT video editing. Its cheap security cameras. LOTS of hospitals use "timed" camera to save on recorded data they have to store. what that means is the cameras are set to start recording a few seconds after something moves in front of them and then stop recording a few seconds after movement is stopped. so a person could get this effect walking down the hallway stopping then starting back up again. In the playback it would look like this video.
