This video shows a pedestrian management plan at a football stadium. There are no designated pedestrian crossings and pedestrians can freely cross at any point along the road. Vehicles have priority but pedestrians will aggressively seek to find gaps which results in pedestrians walking up to the side of moving cars to cross partway across the road and pedestrians crowding very close to moving vehicles at the kerb side. In Addition as vehicles have priority they will slow down to near zero speed and attempt to push their way through groups of pedestrians who have entered into road space impeding the traffic flow.
Pedestrians in this model are seen to take opportunistic gaps based on an incoming vehicle's travelling speed and position. Where there are no available gaps a pedestrian will wait by the kerbside until the incoming vehicle has passed. Once the vehicle is no longer in conflict with the pedestrian's path the pedestrian will reassess their position against other incoming vehicles and will only cross if it is safe to do so.
