Phil Sengle raises issue of governance at Board of Selectmen Meeting December 19. Carol Walter and Kirk Carr add their observations. The time has come to routinely validate all participants in Town Meetings and provide them with identifying insignia to participate. The moderate needs to moderate and not take sides in the debate, not cut off or belittle speakers and to adhere to proper parliamentary procedure. The moderate may not enter into debate without stepping aside as moderator, may not make motions and must give priority to raised points of order.
