Indeed, they both have basses because this song lacks guitar. On the other, take into account that they're lipsyncing; perhaps was the format of the show. I don't really know much about this tv show.

TOTP was all tapes back then - no one's actually playing. Such mockery of the medium would happen from time to time with alternative bands that happened to crack the top 40 (check out the first appearance of This Charming Man).
