That's not true at all. Beethoven was one of the first to write music before it was sold, until then most were commissioned beforehand. They were simply tradesmen working their craft, and they rarely wrote for music's sake. In fact, Bach was known to cheat in the interest of money. One person would ask for a piece for harpsichord, so he'd write one. Soon after he'd have a request for a violin piece, so he'd take a copy of his old music, scratch out harpsichord and write violin in its place.
