Yes, there's a small person inside the buggy that is driving/steering. This is a Carnegie Mellon tradition where the student organizations on campus prepare all year to design & build the buggies (we are the #1 engineering school in the world) & train/race with them around 5 "hills" on a course that runs through the campus. It's one of the largest & popular events on campus that students, faculty, and local residents participate in.
I'm sorry but I have no idea what I'm looking at, what is this sport? How is that thing being steered? Is it remote control from the trucks? How did this sport come to exist? It's so weird... What is happening here?
