To me, it's about the idealism and patriotism children and young people are exploited and twisted by war. Notice the lines "All children touch the sun / Burn fingers one by one" and "Believing all under sun and moon."

Most kids (boys especially) played war at some point, idolizing the heroics and fame of it. Hince, the images of children's toys in battle ("Toy soldiers off to war"). It could/is also a statemate about the war makers treating soldiers like "pawns in chess" to quote Sabbath.
