A young man nearly drowned while swimming at Northern Avenue Beach in Chicago. He became hypothermic and irrational and could not get out of the deep water because there are no safety ladders at the deep end of the promenade. It's time for the city council to act! Lucky for him the life guards came to his rescue.

This is very common in Chicago, especially in the winter. There was an elderly man (80+ yo) that fell into Diversey Harbor - his death was ruled a suicide. I had a friend fall into Montrose Harbor last year and drowned. There are no swim ladders anywhere, so if you fall in, you can't get out.
