It is called 'kumkum' and used for lot of cultural and religious purposes in india. Red is considered as a holy and vibrant color. This is applied as a 'dot' on the forehead to symbolize this as a holy place (you keep hearing 'dots' not 'feathers') as ancient indians believed that one of the great sources energy of the body is located in the fore head (As the frontal lobe of the brain does lot of functions). Now a days only married women apply though it is left to individual's interest.
