Sometimes Ozan, a signature hero, appears there and when you talk to him a guard goes up to him, trying to arrest him for stealing. The guard accuses you of being his partner and you can kill the guard. Other people can't see the guard or Ozan running away.

I've been asked the same question when I did this: for one time only (I think) there is a robber or something being apprehended by a guard in that spot. If you talk to them, the robber guy runs away and the guard blames you, and then becomes an attackable enemy. Other players can't see the guard so if you fight him, it looks like you are fighting air.
