I was under the impression that the galaxy rotates like a cycle wheel or a plate, ie the outer matter being connected to the middle like spokes and rotating faster than the further one goes away from the centre.

I thought the magnetic field of Sgt. A. was lying on its side like Neptune. The flare you show can only happen above the magnetic poles.
