HowTo:

Stand in front of people and say with a almost crying voice that "you lost him"..

You lost the criminal.. Describe him from head to toe (add something dangerous to it, like he is armed and you do not know when he is planning his next hit) and then walk away like it is the end of the world.. After a few seconds let a friend ( dressed as described earlier ) stand next to those people or just let him walk by..

Vary as desired.

Let's see what happens..
