This video and its contents are protected by the First Amendment. Gary Rapkin and Carl Coles are public employees, and the events described in the video (and below) are factual and can be easily verified.

The above recording was made during an IEP (individual education plan) meeting for a severely emotionally disturbed child. That child is literally brain damaged because the Bonita Unified School District refused to act when the non-custodial parent noticed that his child was exhibiting extremely disturbing behaviors, at age 12, and reported those behaviors to the school.

Unbeknownst to that parent, the child was already taking methamphetamine, followed by many years of severe drug abuse that included LSD, heroin, cocaine, Xanax, marijuana, alcohol, ecstasy, and a multitude of other extremely dangerous and illegal substances.

The Bonita Unified School District's campuses are so unsafe that this child was obtaining morphine, during school hours, and no one noticed. The child was on morphine when one of their school psychologists tested this child - years after the drug abuse first started. That testing was only conducted after the parent demanded, again, that the District do something. It is an established fact that this child was obtaining drugs, on campus and during school hours, at San Dimas High School. During that period, the child tried to commit suicide for the first of three times. Even after a judge finally declared that child to be a danger to self and others, the District violated the law and refused to place that child in a facility where she could be protected for more than four months. During that time, the child tried to commit suicide at least two more times, continued abusing drugs, was arrested for truancy, and many other horrible things.

In this recording, Bonita Unified School District's new Senior Director of Special Education Services, Carl Coles, tells a teacher that he is not to respond to a parent's questions. Specifically, that parent asked the teacher to explain how he was implementing the No Child Left Behind Act, which requires that schools use "scientific research-based instruction" in the classroom. By this point in time, the child had now been institutionalized for more than a year and had been suddenly released. This student was now flunking out of a fourth high school, Bonita High School, and the parent was attempting (again) to find out what, if anything, the District was doing.

As documented in this video, Carl Coles exploded when the parent asked the teacher,

"Can you explain the processes you use in the class?"

This recording shows the contempt that Bonita Unified School District and Carl Coles have for the welfare of the children enrolled in their school district as well as for such federal laws as the Individuals with Education Act (IDEA), Section 504 of Rehabilitation Act, and other state and federal laws that allegedly guarantee the right of parents to participate in the education of their children.

Despite the egregious violations of state and Federal Laws, that guarantee parents the right to participate in IEP meetings, the California Department of Education, is also complicit in permitting these illegal actions as they have not only refused to enforce the law but are now fabricating fake laws to justify their corrupt actions. Additional videos will be posted in the future regarding these and other travesties.

  • Exactly, Bonita Unified School District has a long and well-established history of intentionally violating federal and states laws. These public officials seem to think that they are immune. How many more children must suffer brain damage because of Bonita USD?

  • What parent would allow themselves to be spoken to in that tone? Good god, the United States is in a very dire situation.

  • This is preposterous. Why should public officials get away with this behavior - AND be promoted for bad behavior?
