Edit 04/19/2009 (19th of April): The newer versions of Better Cities add even more new things to the Imperial City as well as the other cities. Better Cities now incorporates ImpeREAL City: Unique Districts, and merged it with many other mods that change the city and adds new features.
This also ensures that all the (amuzing) glitches in this video are now patched.

The third part of a demonstration of what mods do to Oblivion; going through the other parts of the IC. The difference between the other two vids and this one, is that this one is much longer (almost full 10 minutes) and I decided not to compress the vid with the apparently complicated HD 1080p format, but back to the old DVD quality format. Sound should still be very high quality, but that depends on the compression as well.
There might be a small hick-up here and there with the sound. Also, Streamline helps ensure a high framerate for filming, but this means sometimes various details will disappear and appear. This is a acceptable concession, as it doesnt bother you too much as you play and enjoy the scenery.

I almost forgot, but as I ran into a few conflicts, i found them enjoyable enough to keep. Most of these are fixed at the time of writing. (Updated at 06/15/2009)

Hard Disk: 500 GB Western Digital, 7200 RPM, 16MB cache
Computer screen: 22 inch at 1680x1050.
For Part 4 and newer, many changes have been made for the hardware, heightening my capabilities and improving visuals even more. In progress to release; several Work in Progress versions have already been filmed.
If you have similar or better hardware, you can gain the same results with ease. Slightly lower powered hardware may have to make minor concessions. Programs such as Streamline can help to improve your framerate a lot, as well.
Everyone has their own taste, and taste can change over the years. I'm less convinced of my statement more than a year ago about younger looking NPCs being better for immersion. Bethesda didnt do all too great on NPC design, though.
Capes indeed would be better if they were havok'd and wouldn't clip through.
I'm also looking forward to taking a bit of a darker approach to Skyrim over that of Oblivion. Really hope to add a lot to the game in terms of mods and/or graphical modification.

just wanted to check in on you and also thank you again for your insights. since our last chat, i've been able to get oblivion running very smoothly with lots of mods installed. all left to do is create a couple companions. i'm very happy

That's great to hear, Proteus -- The great thing about Oblivion is that it's always a challenge to add new mods while keeping your framerate stable. I've been experimenting a lot myself with shaders lately, OBGEv2 is a great addition too. Got a stable result a few days back, and started to add onto the installation again.
I've messed up my installations several times, which is part of the challenge -- so I'm backing up my files a lot when doing major improvements/changes.
