Poverty & racism causes gangs...I can tell you from years of experience living amongst them although I never joined one. I'm from Los Angeles. When cultures are suppressed these cultures unite underground. From what I hear is that Malays are suppressed in Singapore, thus its people revolt by banding together. It doesn't take rocket science to figure this out. Eventually this will cause a chain reaction and other gangs will form from other cultures to supposedly protect their people.
