Plastic bag ballerina dances to accordion

The ballerina puppet is made from a typical plastic bag. The puppeteer controls the neck with her hand and the feet with her big toes, so when the puppet dances, she's dancing too.

I shot this last year in the Bedford L subway station in Williamsburg, Brooklyn. I think the sign just says "The Plastic Bag."

I don't know who this is, do you? Google isn't helping me.
