I thought of the same thing re making rain on drought areas. I do know there is technology where they can seed clouds to make it rain in a targeted area but understand it isn't always accurate(had personal exp. in w. Africa where the clouds were seeded but it poured south of the target area) So dont be cynical ,Tesla technology has been co-opted by govt for many decades. Who knows how they r using it.
