The Crosby company's centerline boiler is the clue here. Lima Locomotive Works, Inc., would have used a boiler sized for a 2-4-2, offset to the left, on a later-build Class A Shay. Most Lima Shays had sand domes; not so this Crosby.

do shays have smaller diametre cylinders than normal locos and can do so because of gearing?

It's a shay, but the boiler isn't offset, odd.
