There were two series, one in which Hacker was the Minister of Administrative affairs, and a later one in which he was Prime Minister.. This clip is from the later: Yes, Prime Minister.

@youknowimright1 Well there is The Thick of It. Its another BBC show and its set in the labour administration, but the jokes are less subtle and there is way way more swearing. Its sort of a progression from this show though, all the issues brought up here still exist, so they needed a new format for jokes.
